We’re seeking Management Analysts (Program Strategists) and Construction Site Inspectors to deploy to California to support FEMA in providing services to their applicants. You’ll help deliver the Public Assistance grant process (from applicant assignment to exit briefing) for applicants in California. As a part of the FEMA program, we’ll lean on you to support our technical professionals and aid in various or all phases of the Public Assistance grant delivery process. You’ll be a key member of the team in assisting project managers or engineers in major segments of moderate to complex projects or tasks and provide reporting and management assistance for the overall efficiency of the disaster operation. We’ll rely on your expertise and attention to detail to ensure compliance with overall FEMA Public Assistance policies and procedures.
As a Site Inspector you’ll conduct preliminary damage assessments (PDAs) in the field with Federal, State, and local officials. You’ll write Project Worksheets (PWs) for the purposes of determining project eligibility, scopes of work and estimating costs to repair or replace a facility or structure in order to restore it to its pre-disaster design; prepare for site inspections; coordinate logistics with participants and learn as much as possible about damaged infrastructure before the inspection; call the Applicant’s representative one business day before the inspection; discuss the Applicant’s intended method of repair; take photos of the facility and components; complete the Site Inspection Report (SIR) and request the Applicant’s signature; meet with the Program Delivery Manager to debrief; enter SIR data into FEMA’s Grants Manager program; and review the SIR and DDD using the DDD Review Checklist. In addition to the tasks outlined above, Senior level labor categories may manage up to 7 site inspectors.
As a Management Analyst (Program Strategist) you’ll research, draft, respond to and track formal inquiries to FEMA regarding Public Assistance decisions, goals, and status and/or issue resolutions; draft Determination Memos; research and develop specific, concise responses providing detailed, critical insights on progress, goals, status, issue resolution and accomplishments on high profile and/or politically sensitive issues; develop high level guidance documents including concept of operations and standard operating procedures, briefing materials, and issue papers; provide support to the FEMA PA program management team by researching applicant/sub-recipient issues, FEMA PA policy, and provide recommendations accordingly; review RFIs and provide feedback; and assist in the development of PA Program guidance documents, reports, job aids, training and tools when needed.

For our FEMA client, qualified candidates must be U.S. citizens, able to clear Department of Homeland Security background check for security clearance level of “Public Trust”, and open to working 8-12 hours per day for 5-6 days per week. You’ll deploy to California in disaster conditions, and most of the job responsibilities will be conducted in a FEMA office. Due to the awarding of this Task Order, you must be ready to mobilize within 24-48 hours of official notice, commit to a deployment of up to 6 months or longer, and be flexible for contingent type of project work.

Typical hourly rate range for this position is $39/hr – $55/hr and is commensurate with experience relative to the position.

The base salary range for this position is $102,900.00 to $180,000.00. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.
