Position Description
The Graphic Designer & Video Editor is part of the Communications Department within the Harris County Clerk’s Office (HCCO). We are looking for a candidate who can bring creativity and technical expertise to our team. In this role, you will produce visually compelling designs and video content that enhance HCCO’s communications and branding efforts. Your work will play a key role in engaging audiences across digital and print platforms, social media channels, and event promotions.
The duties listed below are only examples of the various assignments that may be performed. Other duties may be required as needed.
Duties and Responsibilities:
- Film and photograph events, programs, and activities for use across print and digital platforms.
- Plan, shoot, and edit videos, incorporating motion graphics, stop motion animation, and special effects.
- Design engaging graphics for social media, websites, and marketing materials.
- Develop creative stop motion animations for campaigns and digital content.
- Edit and enhance photos/videos, including color correction, cropping, and retouching.
- Manage and optimize content for social media and digital channels to drive engagement.
- Support event promotions with compelling visual content and creative campaigns.
- Collaborate with the team to meet department needs, including flexible scheduling for events.
- Perform other duties as assigned.

Requirements
All applicants must register and take the HRRM Clerical Skills Test and score a minimum of 85% with a typing speed of 45 W.P.M. and 90% accuracy.

Experience:
- Minimum three (3) to five (5) years’ experience in communications, journalism, public relations, or related fields.
Licensure:
- Valid Driver's License and ability to commute to events.
Knowledge, Skills, and Abilities:
- Must be able to consistently meet deadlines and communications objectives.
- Must be able to assist with setting up and tearing down of special events as needed.
- Must be able to provide assistance with correspondence, data entry, and other administrative tasks.
- Must be proficient in Adobe Creative Suite (Premiere Pro, After Effects, Photoshop, Illustrator).
- Must have experience in video production, editing, motion graphics, and stop motion animation.
- Must possess a strong portfolio showcasing graphic design, video editing, and animation.

Preferences
- Bachelor’s degree in Graphic Design, Visual Arts, or related field preferred.
- Bilingual in Spanish, Vietnamese, or Chinese is a plus.

Position Type and Typical Hours of Work:
- Regular Full-time
- Monday - Friday | 8:00 am to 4:30 pm
- Overtime as warranted.
- May be subject to include holidays and weekends as needed.
- Must be available to work extended hours during elections or when otherwise needed.

Employment may be contingent on passing a drug screen and meeting other standards.
